Your best bet to find people to persuade is to either do quests, or head to bars. Quests will sometimes have persuasion choices, but it could take awhile doing that.

The better bet is to go to the bars in the big cities. New Atlantis has one right near the landing pad. Inside you can find crew members to recruit. When talking to them they will give you a rate to pay them. From there you can try to persuade them down to a better price. Normally you can find 2-4 targets per bar. New Atlantis, Akila City, Neon, and Cydonia are good spots to check for recruits.

The only downside is you eventually have to recruit some or you won’t get any more persuade chances.
